Gli Affari Festeggiano La Morte Di Kirchner

Raramente lo si vede scritto in termini così espliciti. Mercoledì scorso Néstor Kirchner – passato presidente argentino, candidato alle elezioni dell’anno prossimo e marito dell’attuale presidente Cristina Fernández de Kirchner – è morto improvvisamente di infarto. I mercati hanno gioito.

Un articolo della Reuters intitolato “Gli assets argentini aumentano alla morte dell’ex presidente Kirchner”, riporta:

“Una vacanza del mercato in Argentina ha bloccato i prezzi locali, ma gli investitori hanno aumentato improvvisamente i credit ed equity assets nei mercati globali in seguito alla notizia della morte improvvisa di Kirchner, 60 anni, marito della attuale presidente Cristina Fernandez:

“Sinceramente, per l’Argentina e da una prospettiva di mercato è un’ottima notizia il fatto che Kirchner non concorrerà alle prossime elezioni. Per anni il suo stile aggressivo, risentito verso investitori, aziende e negoziatori di bonds ha privato l’Argentina di capitali di cui aveva tanto bisogno” ha dichiarato Roberto Sanchez-Dahl, che prevede 1.1 miliardi per la Federated Investment Management di Pittsburgh in debiti dei mercati emergenti.

Seppur vere le proteste dei manager, Kirchner non era affatto un radicale. I movimenti sociali in Argentina hanno avuto rapporti conflittuali con i Kirchner. E anche quegli analisti stranieri che hanno seguito la strategia, diffusa nella Casa Bianca di Bush, di dividere i progressisti latinoamericani in sinistra “buona” (Cile, Brasile, Uruguay con Vázquez) e “cattiva” (Venezuela, Bolivia, Ecuador), hanno avuto posizioni diverse riguardo all’Argentina di Kirchner.

Comunque, gli obiettivi raggiunti per i quali Kirchner sarà ricordato, almeno nella scena internazionale, sono di tipo progressista. Sul fronte dei diritti umani, ha bloccato l’amnistia che proteggeva i militari colpevoli di atroci abusi durante la “guerra sporca” degli anni ‘70 e primi ‘80. La sua volontà di vedere i capitani della passata dittatura al banco degli imputati era in netto contrasto con le amministrazioni precedenti e ha aperto le porte ai processi dei vertici militari.

Le decisioni più ricche di conseguenze da parte di Kirchner erano per lo più nel campo dell’economia. In precedenza avevo scritto:

“Nel 2003, l’uomo di sinistra Néstor Kirchner iniziava il suo mandato presidenziale – in seguito al collasso economico del paese del 2001 e delle rivolte popolari che hanno costretto i successivi governi alle dimissioni. Le politiche neoliberiste appoggiate dall’FMI e attuate dal presidente Carlos Menem negli anni ‘90 erano accusate pesantemente di essere responsabili del disastro. Da allora, l’Argentina ha stabilito un importante precedente, rompendo con l’FMI e giocando aggressivamente coi creditori internazionali.

Nel 2003, il paese minacciò in modo molto credibile di non pagare i suoi debiti all’ FMI, una novità tra i paesi di reddito medio. Di conseguenza, l’FMI rinunciò a richiedere maggiore austerità e più elevati tassi d’interesse, nel timore che altri paesi volessero seguire l’esempio argentino. L’accordo ridimensionò il valore del FMI e permise all’Argentina di concludere una rinegoziazione del proprio debito internazionale di oltre 100 miliardi di dollari nel 2005. La rinegoziazione ridusse drasticamente il valore delle notevoli obbligazioni del paese con i creditori privati.”

E inoltre:

Dal momento che non esiste un meccanismo internazionale per i paesi che dichiarano bancarotta, e che i poveri in molte nazioni sono ostaggi dei creditori internazionali che in modo spietato richiedono il pagamento di debiti anche se sfacciatamente illegittimi, la presa di posizione del presidente è stata drastica. Il ricordo del presidente da parte di Mark Weisbrot sul Guardian riporta proprio questo momento chiave:

“Il suo ruolo nel riscatto dell’economia argentina è comparabile a quello avuto da Franklin D.Roosevelt nella Grande Depressione degli Stati Uniti. Come Roosevelt, Kirchner si è opposto sia agli interessi del denaro e ai migliori professionisti in campo economico, che sostenevano che le sue misure avrebbero portato al disastro. Loro sbagliavano, Kirchner no.

L’Argentina ha iniziato a crescere a una media dell’otto percento annuale lungo il 2008, portando fuori dalla povertà 11 milioni di persone, in un paese di 40 milioni. Le misure del governo Kirchner, inclusa la scelta da parte della banca centrale di un tasso di scambio stabile e competitivo e il pugno duro contro i creditori non pagati, non erano popolari a Washington o sulla stampa affaristica. Ma hanno funzionato.”

Ovviamente, le stesse misure hanno causato sdegno tra i manager del denaro, che continuano a valutare i fatti in termini di perdite per gli investitori più ricchi. Così come indicato dalla Reuters in questo articolo su Kirchner:

“La sua critica combattiva e diretta al mondo dei grandi affari e ai suoi rivali in politica non gli portava amici tra gli investitori. Si rifiutò di negoziare con gli investitori che avevano fatto causa al governo nell’inadempienza del debito del 2002, bloccando l’Argentina dal libero aumento di capitale nei mercati internazionali.

Secondo Richard Segal, analista di Knight Libertas di Londra, “questo riduce i rischi politici. Se ci fosse la possibilità di arrivare con il tempo a una leadership più vicina al mercato e trasparente, questo potrebbe essere benefico per le misure economiche.”

Vedere questi analisti danzare sulla tomba di Kirchner è uno spettacolo piuttosto indegno. Ma per chi ha operato al servizio della giustizia e non delle banche, i festeggiamenti dei banchieri vanno considerati come l’omaggio più appropriato.
