Matando de hambre al Tío Sam

¿Estados Unidos el indigente? Es fácil imaginar a Estados Unidos como un Hummer atiborrado de bolsas de compra, con sodas tamaño gigante en los porta-vasos y una TV de pantalla de plasma saliéndose por el techo corredizo –una nación cuyos pecados son de exceso. Es más difícil imaginarse al país como un miserable con los bolsillos vacíos vuelto al revés.

Sin embargo, la idea de que el Tío Sam se haya quedado sin dinero aparece en el debate público. El lema “Estamos pelados” se usa para justificar hacer trizas nuestra red social de seguridad.

Entonces, ¿es cierto? ¿Está EE.UU. al borde de la bancarrota?

La respuesta rápida es no. Sí, el costo del sistema privado de servicios de salud en EE.UU. aumenta fuera de control. La nación tendrá que enfrentarse al problema en las décadas que se avecinan para permanecer solvente. Sí, en aras del planeta tenemos que restringir nuestra cultura de consumo sin sentido. Y sí, a la larga, EE.UU. debe restringir sus deudas internas y su aventurerismo armado en otros países o corre el peligro de que el dólar sea eliminado como la reserva monetaria mundial.

Pero por el momento, hay pocas cosas que ofrezcan un refugio mejor para los inversionistas internacionales que el Billete Verde norteamericano.

El mayor problema en estos momentos para la economía no es la deuda. Es que millones de personas que desean trabajar no encuentran empleo. Esto provoca tanto la desesperanza masiva como una enorme pérdida de producción económica.

El programa de facto de empleos en EE.UU., la rama militar, es muy ineficiente, con una desventaja diabólica: la contratación constante de soldados y la interminable producción de armamento, al final provoca que los legisladores piensen que ambos no deben permanecer ociosos.

El hecho de que supuestamente seamos demasiado pobres como para no poder financiar algo, excepto a los militares, es de plantilla. Desde los tiempos de Ronald Reagan, la Derecha ha seguido una estrategia de “hambrear a la bestia”. A diferencia de otros países, los defensores de la austeridad no pueden acudir al Fondo Monetaria Internacional para que ordene la destrucción de programas sociales muy populares. En su lugar, al aprobar continuamente reducciones de impuestos, han buscado privar al sector público de los fondos para financiar las iniciativas que ellos consideran son nocivamente redistributivas.

No es necesario hacer campañas individuales contra los programas públicos: los derrotan en masa al hacer imposible que el estado pague las facturas. (Bonificaciones extras, perennes reducciones de impuestos que benefician desproporcionadamente a los ricos que donan para sus campañas.)

Uno de los Maquiavelo de la derecha en Washington, Grover Norquist, argumentó que él buscaba no solo hambrear al estado, sino “reducirlo hasta un tamaño que podamos ahogarlo en la bañera”.

En teoría, la estrategia pudiera parecer tan solo levemente desagradable –y quizás hasta algo ingeniosa. La realidad es más grotesca. La inanición deliberada es un acto violento y cruel, y el asesinato por medio de la bañera es psicopático.

Hacer pasar hambre al público significa que se eliminan los programas extra-escolares para los niños que más los necesitan, y que en las ciudades plagadas de delitos y desempleo aumentan ambos al despedir a los agentes de policía. Y el hambre tampoco es solo una metáfora: justo en el momento en que la demanda de los sellos de alimentos financiados por el gobierno ha alcanzado niveles de récord, los conservadores atacan su presupuesto.

Si los derechistas continúan saliéndose con la suya, a los ancianos les entregarán miserables certificados de servicios de salud y les dirán que tienen que buscarse los servicios médicos en el libre mercado. Y la tarea de encontrar una biblioteca pública con horario decente de servicio será semejante a descubrir al elusivo cóndor californiano.

Actualmente vemos que el gobierno no es una abstracción. Por el contrario, los servicios son una expresión básica del bien común. Son cosas que afectan la vida diaria de la mayoría de los norteamericanos.

A medida que son eliminados, se nos fuerza a una comprensión desagradable: es a nosotros a quienes ahogan en la bañera. La bestia a la que hacen pasar hambre somos nosotros.
